I will admit there’s no real context to this picture, so there’s a chance they were only in that position for just a second or two.

One has to really hope that photo is out of context.
I hope these Trail Life folks are using the BSA's volunteer background checks, a hard-learned lesson about youth protection. Otherwise, I can see pedophiles flocking to this new organization that doesn't seem to have it's ducks in a row.
Holy smoke I had NO idea and nearly fell over when I scrolled down!
We are our own worst enemies
Turns out the photo is indeed out of context. AP has removed the photo. Here's the link: http://www.washingtonpost.com/blogs/erik-wemple/w…
To be fair, the Nazis took an innocent gesture (there's a famous photo of kids pledging allegience in the US before WWII using it and not the current hand over the heart gesture) and corrupted it.
The swastica and box mustache also predate the Nazis. It's not wise to use any of them, but they weren't always evil. Only the Nazi thinking is.
Also, I wouldn't exclude any boys. Perhaps leaders, but all boys need good role-models and leadership.
