Contradiction?

In the 2000 U.S. presidential election, this is what George W. Bush had to say regarding the Strategic Petroleum Reserve:

Every barrel of strategic reserve we release today for political reasons is one less barrel we have for threats to our nation’s security. The strategic reserve is meant for a foreign war, or a major disruption in supply, not for national elections. It’s a petroleum reserve, not a political reserve.

But today he is halting deposits to the reserves.

Yeah, I know there is a difference between pulling from the reserves and not depositing into the reserves, but I think he just made the petroleum reserve a political reserve.

Well, at least he’s trying and admitted we are addicted to oil.
