Spotted in a Wal-Mart parking lot

I was walking back to my car and saw this Toyota with all sorts of cameras on the hood, any idea what that is all about?  At least, I think those are cameras.

    Possibly some type of "driverless car" testbed like Google has in Nevada? Looks like it has stereo vision for depth perception. It's either that or the world's worst car alarm.

    I guess it would be a google maps car only if it had a google logo on it, right? Some kind of security deal?

    Side question: Is it illegal to post photos of people's license plates on the internet? I seem to remember them being blurred out of news broadcasts for some reason…

    (I'd also like to submit that the letter C is totally useless in the English language, as evidenced by the word "license" above. Two different letters for the same functional sound.)
